美國德拉瓦州最高法院大法官，蘭迪．霍蘭大法官（Justice Randy J. Holland）是德拉瓦州最高法院中最年輕且任職最久的法官。在1986年確認任職前，霍蘭大法官曾是私人事務所Morris, Nichols, Arsht & Tunnell之合夥律師。
霍蘭大法官畢業於斯沃斯莫爾學院，且以優等成績從賓州大學法律學院畢業，並獲得法律倫理的獎項。他在維吉尼亞大學法律學院獲得司法程序法律碩士學位。霍蘭大法官曾任美國法律道德與專業學會會長、美國司法協會法律倫理諮詢委員會主席及美國聯合律師規範委員會主席。霍蘭大法官也曾在ABA Presidential Commission on Fair and Impartial Courts、the Appellate Judges Conference’s Executive committee、Standing Committee on Client Protection及Judicial Division’s Ethics and Professionalism Committee任職過。霍蘭大法官現在是美國法學會的成員之一，在美國司法協會的董事會中任職。
霍蘭大法官得過無數的獎項，包括1992年National Child Support Enforcement Association的年度法官獎、2011年Dwight D. Opperman的司法卓越獎、2009年賓州大學法律學院的James Wilson獎、2003年美國司法協會的Herbert Harley獎及2007年美國法律道德與專業學會Christensen獎。在2004年，他被倫敦的林肯法學協會選為榮譽碩士法官。首席大法官Rehnquist及Roberts任命霍蘭大法官為聯邦司法會上訴規則諮詢委員會的成員。
霍蘭大法官撰寫、協同撰寫與編輯的著作有六本：協同撰寫State Constitutional Law, the Modern Experience (West 2010)、Middle Temple Lawyers and the American Revolution (Thomson-West 2007) 及Appellate Practice and Procedure (West 2005)；撰寫The Delaware Constitution: A Reference Guide (Greenwood Press 2002)；共同編輯Delaware Supreme Court: Golden Anniversary (2001) 及The Delaware Constitution of 1897 – The First One Hundred Years。他也發表了幾篇主要是與司法倫理及法律歷史相關的法律文章。
