彭教授現為國立台灣師範大學榮譽研究講座教授以及教育研究與評鑑中心諮詢顧問。曾任職於美國聯邦教育部國家教育統計中心二十多年，主持過全國性高中學生長期追蹤研究計畫、全國性教育資料分析研習班、國際教育比較研究，以及擔任高等教育部門主任，負責高等教育研究及資料系統之規劃與設計。亦曾於University of North Carolina at Chapel Hill與Temple University任教，以及University of Maryland at College Park擔任兼任教授，並於私立研究機構擔任資深研究員，主持研究計畫。2003年初應台灣國立清華大學之邀返國擔任研究講座，主持全國性大學生長期追蹤調查計畫，並規劃高等教育資料庫之建置。2006年轉任國立台灣師範大學講座教授兼教育評鑑與發展研究中心主任。
彭教授豐富之研究論述，以及實務經驗與貢獻，深受國際教育學界肯定，曾先後獲得下列殊榮：Distinguished Membership Award of the Association for Institutional Research（May 2003）；Distinguished Career Contribution Award by the Committee on Scholars of Color in Education of the American Educational Research Association（April 2002）；傑出校友獎：State University of New York at Buffalo（May 1990）；國立台灣師範大學（June 2002）；以及國立新竹教育大學（December 2002）。
