Judicial Review in Hong Kong is a clear and comprehensive exposition of the law and practice relating to judicial review as it is conducted in Hong Kong. Written by two practising members of the Bar (an English Queen’s Counsel and a Hong Kong Senior Counsel) it takes account of the fast-moving changes that have taken place in Hong Kong including the recent Civil Justice reforms insofar as they affect judicial review.
There have been a plethora of new decisions and, in particular, judicial review has seen an expansion due to judges applying the remedy to an increasing range of public bodies. The proliferation of constitutional challenges and developing principles relating to fundamental rights have also provoked reappraisal of the methods by which executive review is conducted as well as raising new and challenging issues for those practising and deciding cases in this field.

About the Authors
Richard Gordon QC who is a member of Brick Court Chambers in London is widely recognised as one of the leading English silks in Administrative, Constitutional and Public Law and Human Rights/Civil Liberties. He is a Visiting Professor at University College London and an Honorary Visiting Professor at the Chinese University of Hong Kong and has been a Senior Visiting Fellow at Auckland and Melbourne Universities. He is also the author of many works on Judicial Review and Human Rights. He has recently been appointed to the Times Law Panel of 100 leading lawyers.

Johnny Mok SC is one of the leading silks in Hong Kong specializing in constitutional, public and administrative law and cases with a public dimension. He is a member of the Basic Law Committee under the National People"s Congress of the People Republic of China advising the Chinese Government on matters relating to the Basic Law of the Hong Kong Special Administrative Region. He is also a member of Des Voeux Chambers in Hong Kong and Brick Court Chambers in London.
